The government of Maryland is conducted according to the Maryland Constitution. Most of the business of government is done in Annapolis, the state capital. Virtually all state and county elections are held in even-numbered years not divisible by four, in which the President of the United States is not elected—this, as in other states, is intended to divide state and federal politics.

The General Assembly is Maryland's legislative body and directly represents the electorate. The Maryland General Assembly, under the Maryland Constitution, adopted new state legislative districts on February 1, 2022, based on the changes in population reported in the 2020 U.S. Census and adjusted in accordance with Maryland’s “No Representation Without Population Act” of 2010. Frederick County is represented in Districts 2A, 3, 4 and 5 with two Senators and 11 Delegates. See the Maryland Legislative Districts interactive map.
